The eruption alert level describes the volcano, not the airport. Level 2 restricts the area around the crater and level 3 the mountain; neither closes a runway on its own. Ashfall forecasts are issued on a schedule for any volcano at a raised level and describe what would follow an eruption, which is not the same as ash in the air now.
